proposed action was due to government’s failure to prevail on the International
Oil Companies (IOCs) to pay dockworkers their wages.

The Union said the management of the IOCs in Nigeria had failed to pay

Drawing the attention of the Nigerian Ports Authority (NPA) in the
letter, which was made available to newsmen, the Union said its two weeks
